Frameworks & Preferred Arrangements
RED Scientific now holds a number of Government Framework contracts with MoD and Civil Local and Central Government as follows:
Ministry of Defence - FATS Multi-Participant Framework
RED holds a current Multi-Participant Framework Agreement for Technical Support (FATS), having succesfully recompeted the follow-on to the original FATS agreement.
FATS is run by the Defence Logistics Organisation (DLO), the tri-service logistics organisation, under the command of the Chief Of Defence Logistics. The FATS Framework helps customers within the MoD to obtain value for money by providing a route that enables them to buy the technical services they need quickly, efficiently and at pre-agreed prices.
Via the FATS scheme, the MoD gains easy access to technical support, but with contracting made faster and more efficient through pre-agreed terms and conditions and standard tasking forms. MoD purchasers can identify individual FATS members' expertise by consulting a Market Knowledge Matrix consisting of 34 Broad Areas and a number of underlying corresponding Narrow Areas of Expertise.
With our associated organisations and University partners, RED's capabilities span some 208 of a possible 288 Narrow Areas of Expertise.
FATS2 is currently being refreshed, allowing us to introduce new capability from existing partners, as well as new organisations and University partners.
Defence Science & Technology Laboratory (Dstl) - Framework Enabling Arrangement for the Provision of Contracted Temporary Staff and Consultancy
The contract is for the provision of contracted temporary staff and consultancy support to provide knowledge and expertise in close support in order to carry out Dstl&8217;s programme of work. Provision includes manpower substitution, temporary contract workers and consultancy services
Typical roles covered by the framework include:

- Scientists - including chemists, biologists, physicists and mathematicians
FATS - JERNEC
DEC CC&II, in their lead DEC role for NEC, required strong support from a broad based industry consortium, incorporating military and civil expertise, to assist in communicating to all stakeholders what NEC is and their roles in achieving its practical realisation.
Specifically, the need is to sustain the Joint Capability Board NEC Delivery Strategy through a number of detailed tasks and closely support the ECC and Customer 2 in identifying: where NEC can deliver benefit to defence, the associated delivery actions and how to leverage previous work.
It is critical that this activity encompasses all Defence Lines of Development (DLOD) and thus the closest possible interaction with military and procurement staffs will be critical to success.
To achieve this, an exceptionally robust, broadly based and responsive industrial consortium, underpinned by a shared understanding of the definition of NEC and experience of how the civil sector has addressed similar challenges, was needed to develop the tools and processes to make NEC &8216;business as usual&8217;
Team NECSUS, led by 5 Executive Partners supported by a large range of Capability Partners selected for their complementary skill sets, was selected to meet the needs of DEC CC&II and the wider stakeholder community. Each Executive Partner has responsibility for a specific area within the overall programme:
- QinetiQ lead on analysis tasks;
- IBM lead on cross-cutting business change;
- MBDA lead on exploitation;
- RED Scientific lead on customer requirements;
- Cranfield University lead on systems engineering.
This executive group determines collectively who should lead a task and allocate responsibility for task leadership.
RED Scientific was selected to lead the very first task on Collective Training supported by consortium members on a 'best athlete' basis.
A full range of tasks are being placed through this Framework to meet the needs of the NEC Stakeholder Community.
The Driving Standards Agency (DSA) - Research and Analysis Framework Enabling Contract
REd was first awarded this contract in March 2000. The framework was succesfully re-competed and won by RED and now expires Apr 2010.
In the main part of this contract, the DSA utilises the service of RED to conduct analysis of the performance of the Multiple-Choice and Hazard Perception parts of the UK Driving Theory Test, which all new drivers must pass.
RED regularly reviews the performance of each test form and test item. Analysis is conducted in order to identify areas of interest. Based on our recommendations as to where test forms and test items are not performing as expected, the Agency reviews the test forms. The item bank is reviewed and refreshed on a regular basis.
A general research element of this framework has been and continues to be used to conduct specific research items and help DSA with its consultation with stakeholders and industry.
The Driving Standards Agency (DSA) - Customer Satisfaction Framework Enabling Contract
The DSA's Customer Service Unit assists in identifying, developing and implementing various customer service related projects and initiatives to improve service delivery, based on an understanding of customer needs and expectations as identified through customer satisfaction tracking surveys and focus groups.
The aim of the work conducted in the framework is:
- To provide DSA with an understanding of customer expectations, needs and wishes in respect of service delivery.
- To gather information about the aspects of the DSA's service that are most important to customers, so that resources can be effectively targeted to improve service delivery.
- To gather information about customer satisfaction with service delivery.
- To provide an assessment of the quality of service and consistency of information provided by telephone booking and enquiry staff.
The framework therefore covers mystery shopping surveys, focus groups, customer satisfaction surveys and ad-hoc surveys.
The Home Office - Social Research Analysis Framework
The framework covers qualitative work, such as focus groups and interviews as well as analyses/ survey analysis, process or implementation evaluations, systematic reviews and literature reviews and longitudinal studies.
The framework is divided into several lots, including regional analysis of crime patterns, criminal justice and the National Offender Management Service. Work is in support of these lots and covers analysis and research studies. Key to this framework is the desire to use analysis to support decision making. As such, quick turn-around was deemed a vital requirment.
Waste Resource & Action Planning (WRAP) - Marketing Framework Enabling Arrangement
RED Scientific Ltd (RED) is registered under the WRAP Marketing and Market Research Support to Businesses Framework.
Via this registered consultancy support arrangement, WRAP has a requirement to provide support to assist recycling businesses with market research into potential products. This might be to gauge the possible size of the market and future market conditions in relation to potential product launches, competition etc. RED has been engaged across a variety of domains to inform WRAP in their business support activities.
Waste Resource & Action Planning (WRAP) - Business Development Framework Enabling Arrangement
The first framework was sucefully completed in March 2005. A second 4 year framework was awarded to RED in May 2005.
WRAP's Business Development Service supports recycling businesses in putting together strong investment proposals and identifying the best sources of capital, with the objective of bringing about increased investment in the recycling sector.
Under this Framework Agreement RED delivers business development services for projects commissioned to support recycling businesses by WRAP's Business Development Service team. The aim of the work delivered under this agreement is to provide support to Small and Medium Sized Enterprises (SMEs) in the UK recycling sector in putting together strong investment proposals and identifying the best sources of capital. The overall objective of the work conducted via the framwork is to bring about increased investment in the recycling sector.
Waste Resource & Action Planning (WRAP) - Research and Evaluation Framework Enabling Arrangement
The purpose of the Research and Evaluation Framework is to inform the future direction of WRAP&8217;s programmes and to assess achievements to date.
Research work includes use of consumer surveys, using face-to-face, telephone, postal and web-based research techniques; focus groups and analytical techniques such as literature reviews, interviewing and analysis of market and economic data.
